I believe they are implying that the filing data is similar (I haven't checked myself) but the bottom two companies are not being targeted by the admin due to their links.

Look at the data. Where is the disparity? I dont see it either. In fact the highest approval rate, 99.4% is from Tata.... a so called "Cursed" company.
