It is only because Huggingface is complicit in the AI bubble that they let OpenAI off the hook. The Australian government is unlikely to turn a blind eye.
I work on the same kind of thing, and while we think hard about bootstrap problems, we always find new surprising ones. The problem is you never know until you do it, and creating a faithful test of restarting giant systems is economically impossible. Because if you say to the boss, "look, I need 1 million now to test against a maybe 100 million loss, maybe in 10 years" they don't give you the money (and rightly so).
Even if you did the $1MM test there is very low likelihood that the $100MM event would be fully mitigated 10 years down the line (after who knows how many changes - physical, logical, and even in the org chart).
The only way to approach readiness here is repeated investment - like one team doing the deep dive and another pulling cables and then constantly doing pre- and post-mortems.
I work this way, and apart from being well liked because people know I bring well thought out requests (and sometimes, code) to them, I haven't seen much reward. The reward has to be intrinsic. You have to actually like helping other people selflessly, and that's about the only reward you can count on.
Usually, if I dig into something that's not being done by others it's because it is no one's job. And by the rule of "he who touched it last owns it" (a stupid and destructive default rule that exists even in otherwise excellent organizations), I end up owning a bunch of old crap no one wants to touch.
Otoh, good luck bringing a CoW filesystem back from 100%. Delete a file? Sure, let me just make a copy of all the metadata that was pointing at it using... the zero blocks I have left.
Which is why ZFS reserves "slop space" to make sure that doesn't happen, instead of defaulting to making it easy for users to corner themselves like that.

This is interesting because where he says "I take no pleasure in the results", I'm split. Sometimes I make something of no lasting value and feel no pleasure. Sometimes I use my context and creativity to ask for a result, and when the model one-shots it, I take a lot of pleasure in getting the result I want and need in that moment.
