Anyway, the NPP is one of the things that tries to push humanity on a broad scale in a better direction, and I'm grateful for that. It is important to at least speak out about injustice, and to celebrate those who do so, otherwise those injustices are never going to be fixed (I'm not even talking about punishing, although that should be done).
I get the sentiment, but if you hijack peoples attention by pretending "look we are civilized, we have humanitarian organizations" instead showing the ugly reality, this in my book is worse.
Fair enough, too many western countries including my government keep supporting countries perpetrating war crimes/genocide (often ignoring popular sentiment btw).
And luckily we have journalism prizes as well, often for people showing the ugly reality.

If the basic available function was rand_1_to_10(), modulo-ing its result by 3 would clearly make one result more probable than the others. The same happens with random_u64(); even though the difference is smaller, it can still be significant.
Assuming the code is black box, an outside observer would need no more than a thousand observations before they could definitely say something was off about your rand_1_to_10() mod 3 code (with 95% confidence).
But in the case of the random_u64() mod 10, you would need the heat death of the universe number of samples before that bias would be noticeably distinguishable from random.
Is there an actual example of where that specific case could be significant for anything other than maybe nation-state cryptography?

To be honest, in the Netherlands there are more and more teachers dropping out because of stress and burnout, largely due to increasing criticism and demands from parents. But I haven't yet heard of cases of actual violence.
I see in Switzerland teachers being constantly required to fill in for missing colleagues. They might be lured in with good pay, but in the end are unable to cope - so they leave. And then the administration keeps wondering "how much money they want???" instead of hiring more teachers...
I'm pretty sure that is a more recent development, and that at least the Soviet Union and China weren't observers during the cold war. (But I haven't looked it up.)
