I'd be fine with that, as long as I can create my own level of government too,
with power over the HOA equal to the HOA's power over me (e.g. I can levy arbitrary fines and foreclose on houses under the HOA). What's good for the goose is good for the gander.
I'm not sure what you are talking about, but I'm not against that.
However if you are concerned the place to start is high level. HOAs are subservient to other governments who can (and should) place laws about what they can do.
