Maybe if we had some sort of non-profit corporation with a mission to ensure universal access to non-commercial, high-quality educational, cultural, and other content and telecommunications services.
Perhaps something like that could be expanded upon and utilized for government communication to the public?
It's not like one-way communication is a hard problem. Just post that stuff on a website ffs!
