I think someone made the mistake of calculating that the canals cover an absurd area, usually mapped by easement area instead of actual geometry. They’re absolutely right that permitting would be easier, without accounting for the fact that the majority of the canals run through the Sierras*, and that the California Water Project is the biggest consumer of power in the entire state (to pump water over the mountains).

Yeah sure, let’s put solar panels over the last section in Bakersfield where all the canals merge. More power, less evaporation. That’s great! But it’s not going to move the needle in California.

* if you go backpacking in the Sierras you’ll often run into one of the canals. They’re both cool and scary. It takes hours to get to them and every time I see one i have to wonder how they managed to build it (it’s been decades so any construction damage has mostly grown over)
